Debby Cherney
Chief Executive Officer
Debby Cherney is the Chief Executive Officer of the San Bernardino County Employees’ Retirement Association (SBCERA), where she oversees day-to-day administrative operations in accordance with the policies established by the SBCERA Board of Retirement (Board). She advises and assists the Board in long range planning and development; ensuring SBCERA is providing the best service to our Members and secure retirements today and well into the future.
Barbara Hannah
Chief Counsel
Barbara Hannah is Chief Counsel for the San Bernardino County Employees’ Retirement Association (SBCERA). Ms. Hannah provides legal advice to the SBCERA Board, Division Chiefs and staff regarding retirement related issues. Ms. Hannah oversees the Legal Services Department including the Disability Retirement Unit.
Thomas Kim
Chief Investment Officer (CIO)
Thomas Kim serves as Chief Investment Officer (CIO) for the San Bernardino County Employees’ Retirement Association (SBCERA). Since joining SBCERA in 2020, Mr. Kim has held several key positions within the Investment Department, including Senior Investment Officer and Deputy CIO, before assuming his current role as CIO. Throughout his tenure, he has played an integral role in developing and implementing investment policies, evaluating investment opportunities, and selecting investment managers.
Amy McInerny
Chief Financial Officer
Ms. McInerny serves as the Chief Financial Officer for the San Bernardino County Employees’ Retirement Association (SBCERA). She is responsible for managing all of SBCERA’s financial processes, including budgeting, accounting, cash management, and financial planning and analysis.
Joseph Michael
Chief Information Officer
Mr. Michael is the Chief Information Officer for San Bernardino County Employees’ Retirement Association (SBCERA). He is responsible for managing all aspects of SBCERA’s in-house information technology functions, including network services, business applications, communications support services, and project information services.
Christina Cintron
Chief of Member Services
Christina Cintron serves as the Chief of Member Services for the San Bernardino County Employees’ Retirement Association (SBCERA). She is responsible for overseeing all functions and activities related to member and retiree services. With a strategic focus on superior service experience and operational excellence, Christina directs the planning, organization, and operations that supports the needs of the organization’s members and retirees.
Stacey Barnier
Chief Human Resources Officer
Stacey Barnier serves as the Chief Human Resources Officer for the San Bernardino County Employees’ Retirement Association (SBCERA). She is responsible for creating and delivering training, managing SBCERA’s labor relations and oversight of SBCERA’s recruitments, benefits, payroll and risk management programs.
Olivia Applegate
Chief Communications Officer
Olivia Applegate serves as Chief Communications Officer for the San Bernardino County Employees’ Retirement Association (SBCERA), where she leads the organization’s communications, stakeholder relations, and legislative affairs functions. She oversees strategies that strengthen transparency, build trust, and foster meaningful engagement with SBCERA’s members, participating employers, elected officials, employees, and community partners while advancing the organization’s strategic priorities.
