Neal is a proud San Bernardino County native who grew up in Big Bear Lake.

Always interested in investments, he graduated from San Diego State University with a degree in financial services and earned his MBA from the University of La Verne. He received his CFP (Certified Financial Planner) designation in 1988. He is a founding partner in the firm Matson Waner located in Redlands. Neal has eight securities and insurance licenses or designations. In 2026, he began his 40th year as a financial advisor. A few of Neal’s specialties include working with pension plans, endowments, and foundations.

In 2003, Neal—who comes from a family of public educators—was elected to serve as a Trustee on the Redlands Unified School District Board of Education and served in that capacity for 13 years until 2016. During his tenure, Neal served as Board President in 2006, 2010, and 2015.

Neal is a dedicated community volunteer who has contributed to a wide range of nonprofit organizations. His current board involvements include the Redlands Community Hospital, Inland Empire Community Foundation, Steven Mihaylo Big Bear Education Foundation, and  First Congregational Church of Redlands. He is the former board chair of Children’s Fund, the YMCA of the East Valley, past President of the Redlands Rotary Club, and former Treasurer of the Redlands Community Foundation. 

He was appointed to serve as a Trustee on the SBCERA Board of Retirement in 2010 and served as the Board’s Chair in 2021.

Neal and his wife, Joyce, live in Redlands.  They have three adult children and two grandchildren. Each child moved away for college and later returned to San Bernardino County.
