San Bernardino County Second District Supervisor Janice Rutherford was elected to the Board of Supervisors in November 2010 and was re-elected in 2014 and 2018. She served as Chair of the Board from 2013 to 2015.
During her tenure on the Board, Janice has led efforts to balance the County’s budget, restore public confidence in County Government, protect local businesses, and address constituent concerns.
In addition to her daily duties as a member of the Board, Janice serves on the board of the South Coast Air Quality Management District, San Bernardino County Transportation Authority, Southern California Water Coalition, Omnitrans, and the Sam & Alfreda Maloof Foundation for Arts and Crafts.
Prior to being elected to the Board of Supervisors, Janice served ten years as an elected member of the Fontana City Council where she worked with her colleagues to provide quality amenities to improve residents’ quality of life, including new parks, community centers, and a 93,000-square-foot regional library.
She also championed the creation of the Fontana Community Assistance Program to connect needy residents with various faith-based and nonprofit groups that offer free and low-cost services in the community.
Before her service as an elected official, Janice worked as a Taxpayer Advocate and Public Affairs Director for Board of Equalization Member Bill Leonard. She worked as a motivational speaker and trainer, and she provided consulting services to private sector businesses, government agencies, and educational organizations.
Janice earned a bachelor’s degree in Political Science from the University of California, Riverside and a master’s degree in American Politics from Claremont Graduate University. At Claremont, she also completed doctoral coursework in economics and public policy.
She lives in the City of Rancho Cucamonga with her husband, Steve Lim, and their two boys, Ethan and Noah. As a family, they enjoy camping, biking, canoeing, and hiking. Janice is also an avid reader and scrapbooker.
San Bernardino County’s Second District encompasses the cities of Fontana, Upland and Rancho Cucamonga as well as the unincorporated communities of Lytle Creek, San Antonio Heights, and Mt. Baldy.
