Continuing Women’s History Month celebration, we recognize SBCERA Trustee Dawn Stafford for her decades of dedication to public service and her continued commitment to representing retired members.

Trustee Stafford devoted nearly four decades to serving San Bernardino County as a civil legal advisor in the County Counsel’s Office. As Deputy County Counsel, she advised and represented numerous county departments and entities. One of her most significant assignments was serving as general counsel to SBCERA, where she provided legal guidance to the Board of Retirement and supported the administration of the retirement system.

Her connection to SBCERA continued beyond her legal career. In 2005, she was first elected by general members to the SBCERA Board of Retirement, and she was re-elected in 2008. After retiring from county service in 2011, she was elected by retired members to represent them on the Board—a role she continues to serve in today.

When she began her career in law, women were still underrepresented in the field. She recalls that only about 10 percent of law students were women, and when she joined the County Counsel’s Office, she was the only woman attorney in the office. Over time, she witnessed the profession evolve, creating more opportunities for women in law and public service.

Today, Trustee Stafford continues to serve with a strong focus on the retirees she represents. She understands the importance of protecting the benefits members have earned and believes the work of the Board of Retirement plays a vital role in providing security and peace of mind for those who dedicated their careers serving the San Bernardino community.

“To all the girls and women out there just starting their careers in a world that is still male dominated, don’t lose hope. Stay determined to achieve your dreams. Draw inspiration from the great women who went before you. You stand on their shoulders!”

Her decades of public service reflect the important role women leaders have played in shaping the legal profession and strengthening public institutions. During Women’s History Month, we recognize leaders like Trustee Stafford whose work continues to make a meaningful impact on the members and the communities they serve.
