The Board of Trustees Elect Chair and Vice Chair

We are pleased to announce Board of Retirement trustees elected Jean-Rene Basle as Chair, and Neal Waner as Vice Chair on January 8, 2026. 

Jean-Rene has been an Appointed Member of the San Bernardino County Employees’ Retirement Association (SBCERA) Board of Retirement since March 24, 2020. After receiving his Juris Doctorate (JD) from Seattle University School of Law, he began his career in San Bernardino County government, representing and litigating cases for Child Protective Services, and provided counsel to the Board of Supervisors and the County CEO.  During his 29-year career, he was the general counsel for various employers throughout the County of San Bernardino, including San Bernardino County Transportation Authority, Arrowhead Regional Medical Center, and more. He retired from County employment in 2018. 

Neal has been an Appointed Member since December 7, 2010. Always interested in investments, he graduated from San Diego State University with a degree in finance, and completed his MBA from the University of La Verne. He received his CFP (Certified Financial Planner) designation from the College of Financial Planning in Denver, Colorado. He is a partner in the firm Stout Payne Waner located in Redlands. Neal has eight securities and insurance licenses or designations, 2024 began his 38th year as a financial advisor. Some of Neal’s specialties are working with pension plans, endowments and foundations.
