The Board’s Role

The Board of Retirement’s primary role is to ensure SBCERA is appropriately governed and managed to fulfill its purpose on behalf of its members, beneficiaries and participating employers.

Consistent with this role, the Board serves as trustee of the SBCERA investment fund and has a constitutional and statutory fiduciary duty to administer the retirement system in a sound and prudent manner. Therefore, the Board is charged with making decisions solely in the interest of, and for the exclusive purpose of providing the promised benefits to SBCERA’s members and beneficiaries.

The Board’s responsibilities include: maintaining sole and exclusive authority over plan assets; setting investment strategies; selecting external, professional investment managers and advisors; monitoring and managing all investments in coordination with staff and advisors; administering benefits efficiently and lawfully; appointing the Chief Executive Officer; and ruling on disability retirement claims and special cases.

Each member of the Board is bound by the Board’s Statement of Governance Principles and Code of Ethics. The Board of Retirement’s responsibilities and functions are governed by the applicable provisions of the California Government Code, along with the By-Laws and policies of SBCERA.

Board Composition

The Board consists of nine members and three alternates including:

  • Four members appointed by the San Bernardino County Board of Supervisors
  • Two General Member Trustees elected by the General members
  • A Safety Member Trustee and Alternate elected by the Safety members
  • A Retired Member Trustee and Alternate elected by the Retired members
  • The San Bernardino County Treasurer who serves as an ex officio member
  • The San Bernardino County Deputy Treasurer, appointed by the San Bernardino County Treasurer, who serves as an alternate ex officio member

All members of the Board, with the exception of the County Treasurer, serve three-year terms.

Board Meetings & Committees

Board meetings are held on the first Thursday of each month at 9:00 a.m. in the SBCERA Board Chambers located at 348 W. Hospitality Lane on the First Floor in San Bernardino, CA. The meetings are open to the public.

In addition, the Board holds separate meetings for the following committees: Investment, Administrative, and Audit. These committees have an important role in assisting the Board in carrying out its responsibilities by making recommendations to the Board.

Each committee consists of three to four Board members and includes at least one elected and one appointed Board member. Typically, the Investment Committee meets on the second Tuesday of the month at 2:00 p.m. and the Administrative Committee meets on the third Tuesday of the month at 2:00 p.m. (subject to change and cancellation). The Audit  Committee meets as needed. All committee meetings are open to the public.

The SBCERA Board of Retirement election results are in. On December 6, 2016, SBCERA members re-elected Louis Fiorino as the General Member Trustee, Dawn Stafford as the Retired Member Trustee, and elected John Michaelson as the Retired Member Alternate Trustee.

In addition to the elected Trustees, the San Bernardino County Board of Supervisors reappointed Second District Supervisor Janice Rutherford and Glenn Duncan to serve three-year terms on the Board of Retirement.

Board of Retirement Election Underway, Filing Period Ends Sept. 9

The SBCERA Board of Retirement has three seats up for election in 2016:

  • General Member Trustee
  • Retired Member Trustee
  • Alternate Retired Member Trustee

Individuals interested in running for the SBCERA Board of Retirement may obtain Declarations of Candidacy and procedural information from the Elections Office of the Registrar of Voters (ROV) beginning August 15, 2016. The final deadline to obtain and file papers will be September 9, 2016 at 5:00 p.m.

SBCERA members will receive voting ballots based on their membership status. Retired Member voting ballots will feature separate elections for the Retired Member and Alternate Retired Member Trustee candidates. There will also be a separate General Active and General Deferred Member voting ballot for the General Member Trustee candidates. Those interested in running must indicate on the Declaration of Candidacy form the seat for which they seek election.

Voting ballots will be mailed to eligible SBCERA members between November 7 and November 28, 2016, and must be returned to the ROV via mail or in-person no later than 5:00 P.M. PST on December 6, 2016.

All Board of Retirement elections are conducted by the Registrar of Voters under the Mail Ballot procedure and in accordance with the Uniform District Election Law.

Notice of Election  Aug. 8 – Sept. 7
Notices of the election will be posted at select San Bernardino County facilities and provided to other SBCERA-covered employers.
Filing Period for Declarations of Candidacy:    Aug. 15 – Sept. 9
Declarations of Candidacy and procedural information may be obtained from and returned to the office of the ROV by no later than 5 p.m..
Ballots Mailed to Eligible SBCERA Members:       Nov. 7 – Nov. 28 
Official ballots mailed to all active and deferred SBCERA members.
Election Day (Ballots Due to ROV):                          Dec. 6
Completed ballots must be returned to the ROV no later than 5 p.m. The ballots will be counted on the same day.
New Terms Begin:                                                        Jan. 1
The newly elected General Member Trustee, Retired Member Trustee, and Retired Member Alternate will take office for a three-year term.
