Norm Ruggles
Chief Executive Officer (CEO)
Norm Ruggles is Chief Executive Officer of the San Bernardino County Employees’ Retirement Association. With 30 years of leadership, management and legal experience, Ruggles’ career includes serving as Vice President of Pension Trustee Advisors, Executive Director of the Denver Public Schools Retirement System, Executive Director of the Seattle City Employees’ Retirement System, Assistant Executive Director and Counsel for the Colorado Fire and Police Pension Association, and several years as an attorney with a large Denver law firm.
Ruggles has expertise in retirement benefits, retirement fund investments, pension law, actuarial principles, business operations, staff supervision, and extensive work with retirement system Boards of Trustees, system members, consultants, and elected officials. He has been responsible for all functions of public employee retirement systems, and has supervised all system departments and operations, as well as actuaries, attorneys, auditors, investment managers and consultants. Ruggles has prepared Board policies, regulations, budgets, contracts and legislation. He is known for his strong communications skills and relationships with diverse individuals and groups.
Norm is a former Director of the Coalition to Preserve Retirement Security and was a member of the Administrator Education Committee of the National Council on Teacher Retirement. Ruggles earned a Juris Doctor at the University of Tulsa College of Law and a Bachelor of Arts in Technical Journalism at Colorado State University.
