The San Bernardino County Courthouse was built in 1926 and is listed on the National Registry of Historic Places.


Michael O'Kelly

Michael O’Kelly has served as the SBCERA Chief of Fiscal Services since 2006. He is responsible for all financial reporting and custody of $5.8 billion in accounting operations; collection of all retirement contributions and disbursement of benefits; tax, trust and treasury functions; and all auditing tasks. Mr. O’Kelly also spearheads the development and implementation of all accounting procedures and controls. 

Previously, Mr. O’Kelly served the San Bernardino County Treasurer-Tax Collector/Public Administrator office as Finance Officer. Prior to that, he served in various and progressively responsible accounting positions for the Counties of San Bernardino and Orange, including a stint at SBCERA as the Supervising Accountant.  He is a veteran of the United States Army, serving four years and exiting with the rank of Sergeant.  

The future projects Mr. O’Kelly will spearhead include improving the documentation system that supports accounting processes and the development of a workflow management tool for Fiscal Services to provide better customer service to the SBCERA membership and plan sponsors.  Within the first quarter of his new position, he produced a nationally-awarded Comprehensive Annual Financial Report (CAFR). 

Mr. O’Kelly earned both a BS in Accounting and a Master’s in Public Administration from Cal State University San Bernardino.  He is also a Certified Government Auditing Professional (CGAP).  Currently, he is pursuing his Certified Public Accountant (CPA) license. Mr. O’Kelly holds membership in the Government Finance Officers Association (GFOA), as well as the Inland Empire chapter of the Association of Governmental Accountants (AGA). 

A native of Southern California, Mr. O’Kelly resides in Highland with his wife and daughter. He enjoys spending time with his family, boating, swimming and skateboarding.
