Mark Jolicoeur

Mr. Jolicoeur has served as the Chief of Information Services for SBCERA since 2002. He is responsible for managing all aspects of SBCERA’s in-house information technology functions, including network services, business applications, communications support services and project information services. 

Prior to joining the County in 1999 as a business consultant and project manager, he held several notable management positions with high-profile companies such as Honeywell and TRW. Mr. Jolicoeur’s accomplishments include project management and design engineering on the MK 50 Torpedo Development and program management of Early-Warning Missile System Satellites. 

He holds a BS in Information Systems from the University of Redlands, as well as a BS in Mechanical Engineering from USC.  He has been a guest speaker at numerous conferences during his professional career with topics ranging from project management to engineering.
